Cook book publishing is more than just putting a few recipes together. You have to do your research (at a minimum, you have to know how to cook ). Seriously, you're credibility must show in your work. That's because, these days, it's almost as easy to collect recipes from the Internet as it is to collect music files. Your writing will be the difference between a list of recipes and a cookbook.
People love cookbooks, especially those with interesting themes. It takes a lot of clout to push a new “general” cookbook through the publishing process. Instead, find a smaller niche. A humorous or insightful slant will allow your work to stand out.

Every major publishing house does cook book publishing. However, these companies prefer to take initial risks only on accomplished cooks and/or celebrities. To get your work published, you'll have to reach smaller, specialized houses or you can self-publish. Once your work has a proven track record in the market, you can try again with a larger publisher.
Of course, online shopping allows cook book publishing and distribution world-wide reach. After some time in the marketplace, you may choose not to court a large publishing house. That way, you could keep a larger percentage of the sales as royalties. How sweet it is.
